Grants to digitalise a business in Lazio in 2026
The national schemes, and those of Regione Lazio and the Frosinone-Latina Chamber of Commerce, for investing in digital in 2026: who they are for, where they stand and how to prepare.
In this guide7 sections
In 2026, if you want to digitalise a business in Lazio, five schemes can help: the iperammortamento (enhanced tax depreciation), the Nuova Sabatini, the Cloud & Cybersecurity voucher from the Ministry of Enterprises and Made in Italy (MIMIT), Regione Lazio’s Voucher Digitalizzazione PMI and the voucher from the Frosinone-Latina Chamber of Commerce. The last two are opening now. For training your people, the main route is the joint training funds (fondi interprofessionali).

| Nuova Sabatini | SMEs | A contribution towards the interest on a loan or lease | Open, with funds available as of 14 September 2026 |
| Cloud & Cybersecurity voucher (MIMIT) | SMEs and self-employed workers | Non-repayable grant of up to 50%, maximum €20,000 | Coming up: applications from 10 November 2026 to 20 January 2027 |
| Voucher Digitalizzazione PMI 2026 (Regione Lazio) | SMEs with an operating site in Lazio | Non-repayable grant, a fixed amount per type of work | Applications from 30 September to 29 October 2026 |
| Voucher Doppia transizione 2026 (Frosinone-Latina Chamber of Commerce) | Micro, small and medium-sized businesses in the two provinces | Voucher of up to 70% of the cost, maximum €10,000 | Open from 25 September to 10 November 2026, first come, first served |
| Fondi interprofessionali (e.g. Fondimpresa, Avviso 3/2026) | Businesses with employees that have joined the fund | Funded training plans | Plans from 29 September to 30 October 2026 |
The Transizione 4.0 and 5.0 tax credits are no longer available, having been replaced by the iperammortamento; nor is the training tax credit (credito d’imposta formazione 4.0), which is no longer active.
National schemes: iperammortamento, Sabatini and the cloud voucher
The iperammortamento replaces the 4.0 and 5.0 tax credits (2026 Budget Law, Law 199/2025). It is not a credit you offset through the F24 payment form: it increases the cost of the asset for tax purposes only, so you deduct higher depreciation and pay less tax over the years. The uplift is 180% on investment up to €2.5 million, 100% between €2.5 and €10 million, and 50% between €10 and €20 million. It applies to new assets listed in Annexes IV and V of the law that are interconnected with production management or the supply network, and to renewable energy plants for self-consumption. Software qualifies only if it is on the list and linked to production: business software that is purely administrative is generally left out. You need to file notices on the platform of the GSE, the state energy services operator (booking, confirmation with the 20% down payment, completion), plus a sworn technical appraisal and an accounting certification.
The Nuova Sabatini helps SMEs that buy machinery, hardware, software and digital technologies with a bank loan or a lease of between €20,000 and €4 million. The Ministry pays a contribution equal to the interest on a five-year loan at 2.75%, or at 3.575% for 4.0 and green investments. You apply through the bank, together with the loan application.
The Cloud & Cybersecurity voucher is the national scheme best suited to a small business. It covers up to 50% of a spending plan of at least €4,000, with a maximum contribution of €20,000, for cyber security, cloud services and subscription software: accounting, HR, business software including software with AI features, e-commerce, CRM (the system that keeps track of customers and contacts). Set-up and support can make up no more than 30% of the plan. You need a connection of at least 30 Mbps and a supplier on the Ministry’s list. Products similar to ones you already use do not count, nor do extra licences. Pre-filling opens at 12:00 on 20 October 2026; applications can be sent from 12:00 on 10 November 2026 to 12:00 on 20 January 2027, in order of arrival.
An example: a 25-person engineering workshop buys an interconnected machining centre and the software that controls its production. The natural fit is the iperammortamento, plus the Sabatini if it pays in instalments. Whether the two can be combined, and what they are really worth, is for the accountant to work out before the order is placed.
In Lazio and Latina: the Region and the Chamber of Commerce
The Voucher Digitalizzazione PMI 2026 (SME digitalisation voucher) from Regione Lazio, run by Lazio Innova, the Region’s development agency, with EU regional development funds (FESR), is worth €15 million. It is for SMEs with an operating site in Lazio and funds five types of work: a digital audit, tools for office work, online sales channels and customer relations, moving applications and data to the cloud, and cyber security. The grant is non-repayable, with fixed amounts per type of work, up to €50,000 for micro businesses, €100,000 for small ones and €150,000 for medium-sized ones; a project with a grant below €14,000 is not accepted. Small and medium-sized businesses must submit a digital audit drawn up by an independent innovation manager; micro businesses attach a self-assessment report instead and cannot apply for the security work. Applications go through GeCoWEB Plus from 12:00 on 30 September to 17:00 on 29 October 2026, and are ranked on points.
The Voucher Doppia transizione digitale ed ecologica 2026 (twin digital and green transition voucher) from the Frosinone-Latina Chamber of Commerce has €500,000. It covers up to 70% of the cost, with a maximum voucher of €10,000 and a minimum spend of €4,000. It funds technologies such as AI, cloud, cyber security, CRM and ERP (business software that ties processes together), connected sensors and data analysis, plus the related consultancy and training. It excludes PCs, smartphones, brochure websites, online advertising and SEO, and tax and accounting advice. Costs count from 1 January 2026 to 30 April 2027. You apply on the ReStart platform from 11:00 on 25 September to 16:00 on 10 November 2026, first come, first served, until the funds run out.
An example: a 12-person spare parts business in Latina wants to move its business software to the cloud and protect its network. The regional voucher covers this kind of work; for a smaller project, such as a CRM, the Chamber of Commerce voucher or the MIMIT one may be enough. Watch out when combining schemes: the Chamber’s call rules out combining it with other public incentives, and the regional one forbids it on the same costs. Keep the projects separate and have the arrangement checked.
What about training your people?
For training, the main route is the joint training funds. If you have employees, a share of the contributions you already pay to INPS (social security), equal to 0.30% of salaries, goes to the fund you belong to and comes back to pay for training your staff. You join through your contributions return, and you can withdraw. Fondimpresa, for example, has a €20 million call for training linked to digital and technological innovation: the plans, submitted by qualified bodies on behalf of member businesses, can be sent from 9:00 on 29 September to 13:00 on 30 October 2026. The Chamber of Commerce voucher also covers training linked to the technologies it funds.
How to prepare an application that holds up
A good application starts from a clear project, not from the grant. Write half a page on what you want to change, for whom, and how you will measure the result; then look for the scheme that funds it.
- Consistent quotes. Dated, addressed to the business, with separate items and a reference to the technology named in the grant; for software, the technical specification sheet. To read them properly, see the guide on how much business software costs.
- Eligible costs. Read the list of exclusions first, then the list of what is allowed.
- Apply first, spend later, when the rules say so. Under the regional voucher, every piece of work except the audit must start after you apply. Under the MIMIT voucher, if you buy directly, the plan lasts at most 12 months from the award. The Chamber of Commerce call, on the other hand, accepts costs from 1 January 2026. Do not sign any orders until you have read the article on dates.
- Reporting. For the Chamber you need e-invoices showing the CUP (the project’s unique code), traceable payments with the invoice number and date in the payment reference, no cash, and all of it by 1 June 2027. The Region does not ask for a statement of costs, but for a declaration that the work has been carried out, within six months of the award.
The technical side, meaning the project description, the architecture and cost items that fit the grant, is prepared by whoever builds the project: at Z-32 we do this for software and AI and automation projects. The tax and incentive side, meaning eligibility, aid already received, combining schemes and sending the application, is handled with your accountant: if you work with us, with CSF, the consulting and accounting firm of which Z-32 is the digital arm. If the project uses AI, see also the guide to the AI Act.
The most common mistakes
- Starting too early. Under the regional voucher, work started before the application cannot be funded.
- A supplier who does not qualify. The MIMIT voucher requires suppliers on its list; the Chamber accepts consultancy and training only from qualified providers, and excludes suppliers that are shareholders of, or linked to, the business.
- Excluded items. PCs, smartphones, brochure websites, SEO. Under the regional voucher, the online sales platform cannot be subscription software (SaaS), and the services must be kept for at least three years.
- Forgotten documents. Both local vouchers require the catastrophe risk insurance policy; the Chamber’s call needs the digital signature of the legal representative.
- The “de minimis” ceiling. All three vouchers are “de minimis” aid: they add up with other aid of the same kind received in the last three years, up to an EU ceiling.
- Leaving it too late. The Chamber’s call works in order of arrival and may run out quickly.
Where to start tomorrow
- Write the half page on the project and estimate the cost.
- Check your business size, operating site and any “de minimis” aid already received. If you are just starting out, first read how to start a digital business.
- Ask suppliers who meet the requirements for itemised quotes.
- Mark the dates: 29 October for the Region, 10 November for the Chamber and for the opening of the MIMIT voucher.
- Take everything to your accountant before you sign.
Grants change, even after they open: this guide reflects the position on 25 September 2026, and the official text always prevails. If you want to work out which project to start with, we can look at it together in an initial assessment.
